Beethoven teaches us a few interesting things in this movement when it comes to the harmony: use of secondary dominants and diminished seventh chords to various degrees in the given key (sometimes they are spelt in a different way then how it is indicated by the chord symbol, but sound the same); melodic suspensions (they are not a harmonic movement but happen as a result of leading the melody); pedal points over which passing chords appear (I notated them as regular functions because the pedal is sustained from the previous chord or bar); Italian augmented sixth chord (when respelt enharmonically, they can be seen as bVI7 chord with no fifth - in Italian augmented sixth chord the root note of the key is doubled); the appearance of subdominant after dominant (V - IV); sudden change of the polarity of the main key (bars 49 - 62) from E-minor to E-major (repeated plagal cadence); chromatic chord changes (e.g. bars 3-4 C# dim7 to Am7, similar in 11-12, then 43-44 dm7 to D7) - surprising and interesting.
