(30 May 1995) Russian/Nat Moscow's regional crime fighting units put on a show of strength Tuesday. They're the frontline in the city's battle to contain the growth of organised crime. In full battle gear and riding armoured personnel carriers, these crime fighting units say they're prepared to use the same force against gangsters in Moscow - as was turned on Chechen separatists in recent months. The police say that the problem of organised crime in Russia is no greater than in western countries. Instead, the trouble lies with Russia's inefficient lawmakers who have yet to pass legislation to facilitate the struggle against mafia groups. SOUND BITE: (Russian): The gangs operating here are similar to such gangs in the West. Some of them have international contacts; others work on a regional level. But to fight them effectively, we need a law in the first place. To date, we have no such law. SUPER CAPTION: Colonel Alexander Prokopyev, Head of Moscow Criminal Investigation Unit. Official figures released today (Tuesday) show that while the incidence of crime in Moscow is stabilising on the whole, the grip of mafia gangs on the economy is still strengthening. The Interior Ministry says over 130 gangs - comprising almost four thousand individuals operate in Moscow region alone. This operation is for real. Late last week a crack special unit of the Moscow police carried out this early morning raid on a gangleader's house in the Vladimir region. Although the leader - Leonid Terekhov - was not at the house, police arrested a member of his gang. They killed two of his guard dogs and confiscated four hunting rifles, a pistol and several priceless icons. A total of six gang members were arrested in the operation. Moscow criminal investigators believe the gang was responsible for breaking into the offices of a Moscow police station last year and stealing 29-thousand dollars and 10 handguns. This show of strength is hoped to be a signal to Russian criminals that crime doesn't pay.
