(18 Mar 1996) Spanish/Nat They were once bitter enemies in El Salvador's brutal civil war. But now the Army and a group of left wing guerrillas have united to fight a different kind of war. After twelve years of war, they have come together to form an elite police unit to tackle organised crime. The "Police Reaction Group" (G-R-P) is a highly trained combat unit which will work alongside the National Civil Police to crack down on the country's growing crime rate. APTV followed the G-R-P as they prepared to face the new enemy. These are no ordinary police recruits but a new elite force trained to fight organised crime in El Salvador. The GRP - (Grupo de Reaccion Policial) Police Reaction Group - is made up of 40 men, who'd previously fought each other during the country's bitter civil war. For 12 years the Salvadorean army and the left-wing guerrilla group F-M-L-N (Frente Farabundo Marti) were arch rivals - now they are working together to fight a common enemy. No effort is being spared to crack down on organised crime. The elite unit is equipped with a range of weapons including pistols, 9 millimeter automatic weapons, assault rifles, shotguns, and tear gas. Each member of GRP has a bulletproof vest, helmet, gas mask, knee and elbow pads, goggles, and fireproof gloves. With over 8,000 murders reported in El Salvador last year, as well as robberies and kidnappings, the G-R-P will provide much-needed back-up for the National Civil Police in tackling crime effectively. SOUNDBITE: Spanish "The G-R-P's value is not measured by what people say it is, but by what it does, and by the effectiveness it has demonstrated." SUPER CAPTION: Pedro Gonzalez, Chief, GRP The G-R-P will be empowered to arrest individuals or groups. But it's not just fire power that counts. Negotiations also play an important part, such as this successful stakeout of a bank raid last year in the capital. The robbers gave themselves up and released their hostages. With sufficient weaponry and training the G-R-P is a force to be reckoned with when it comes to tackling criminals. SOUNDBITE: Spanish "In this way we can more directly fight against delinquents and organized crime - it is against them that we prepare to act." SUPER CAPTION: GRP Member All G-R-P recruits must be graduates of the National Academy of Public Security (A-N-S-P) at a superior or executive level. No soldier is forced to join the group - only those dedicated to the fight against crime need apply. The G-R-P has the capacity to operate in urban as well as rural areas - to carry out land, air, and sea operations. The U-S government is contributing towards the setting up of the G-R-P through the I-C-I-T-A-P programme (international assistance in criminal investigations) The Salvadorean recruits spend five weeks at the Louisiana Police Academy where the American SWAT forces are trained. For the civil war veterans now in the G-R-P the lessons learnt during years of conflict will no doubt prove useful in fighting the new enemy.
