Here's a quick, 3-minute overview of two ITU-T-standardized models that you can use for calculating the quality of HTTP Adaptive Streaming. These models, ITU-T Rec. P.1203 and P.1204.3 have been (co-)developed by members of Ilmenau University of Technology, and reference implementations are available on GitHub for verifying their performance. The P.1203 model is the first of its kind to measure the impact of initial loading delay, stalling, and quality fluctuations over time, for sessions of several minutes length, and with extensive validation. The P.1204.3 model is a bitstream-based metric that requires no access to the video source, and thus enables completely new use cases. Its performance is excellent, achieving over 0.9 correlation against human ratings, even comparable to or better than VMAF.
