We were working normally when the troops showed up creating a sense of unease, people immediately came down to the lower levels of the facility to protest their presence and demanded they leave the area. I think the National Guard's actions were aggressive. They left after about 10 or 15 minutes. We then moved to the other side of the building and demanded they move their vehicles from the area." 10. Soldiers near commercial centre STORYLINE: Office employees arriving at work on Thursday morning in downtown Caracas were dismayed to find scores of heavily armed soldiers around their buildings and in nearby streets as part of a government inspired show of force intended to stop a spate of political violence in the Venezuelan capital. Stone-faced troops stood guard beneath bridges, at busy intersections, at downtown shops and subway stations, with automatic rifles at the ready. In most parts of the city the troops' imposing presence was tolerated with stoic resolve, but at the PDVSA building (oil company) angry workers baited and taunted troops on motorcycles until the order was given for them to leave the area. In the nearby streets the soldiers chatted with street vendors and newsstand operators as the occasional army-green truck full of troops slowly cruised by in a blatant show of force. Responding to deadly violence on Tuesday involving radical followers of President Hugo Chavez, Caracas' army garrison ordered civilian police forces to create "mixed patrols" with soldiers. Army General Jorge Garcia Carneiro urged citizens not to be alarmed and said the deployment was necessary because a month-old labour dispute had diminished the crime-fighting capacity of the greater Caracas police force. Venezuela's opposition said the deployment could jeopardise election talks being mediated by the Organisation of American States.
