Unfortunately and unknown to me at the moment; a city out of limits to visitors. Foreigners need a “special permit” to be there and you won’t get one. Tried to stay at a hotel there and not one but six, requested the permit. Went back to spend the night in Kaliningrad and came back the next day. When I lined up with my car at the ferry to cross to the Curonian Spit, I was detained by the modern version of the KGB. I was not supposed to be in Baltiysk. Was released and told; drive back to Kaliningrad, stay there. If you get stopped by any police force, you will go to jail for a long time, plus a big fine. I did just that.
