Venice, Los Angeles - August 2, 2024: A substantial cleanup operation unfolded on Friday at the border of Venice Beach and Santa Monica, an area often referred to as "No Man's Land," targeting homeless encampments. The operation sparked a unique response as homeless individuals, including a woman who was camping, moved their belongings just a few feet over the line into Santa Monica, where Park Rangers lack jurisdiction to enforce local ordinances. This zone, straddling the jurisdictions of Venice Beach and Santa Monica, has become a frequent chessboard for unhoused individuals attempting to navigate varying municipal regulations. While Los Angeles Municipal Code 63.44 prohibits erecting or maintaining tents in city parks outside designated camping areas on the Venice side, the laws in Santa Monica categorize similar actions differently, leading to a continual shuffle of encampments during routine cleanups. During the operation, LAPD officers and outreach teams provided advisories to the homeless, explaining the no-camping ordinances and offering referrals to support services. The cleanup involved coordination between multiple agencies including the Los Angeles Park Rangers, the Department of Public Works, Clean Harbors Environmental Inc., the Los Angeles Homeless Services Authority (LAHSA), and the office of Councilwoman Traci Park, who oversees Homelessness and Housing coordination. The presence of LAHSA on-site emphasized the city’s approach of coupling enforcement with support, aiming to address both the immediate and underlying issues faced by the homeless population. This operation is part of an ongoing initiative led by Councilwoman Park’s office, demonstrating a commitment to maintaining public spaces while ensuring that outreach and support are available to those displaced by such cleanups.
