SOUNDBITE (Spanish) Walter Martinez, Peruvian Minister of Justice: "The message from the Peruvian government today is clear and definitive: there is no safe haven for crime, there are no borders that can protect those who threaten the peace of all Peruvians. Moments ago, Erick Luis Moreno Hernandez, who fled the country believing he could evade justice, set foot on Peruvian soil. Today, he returns in custody to answer for the crimes he committed." 5. Press 6. Pan of vehicles taking Erick Moreno to prison STORYLINE: On Wednesday, Paraguay extradited to Peru the alleged leader of a criminal gang identified as Erick Moreno, alias “El Monstruo,” one of the most wanted men in the Andean country, where he is accused of robbery, extortion, kidnapping, and criminal organization. Paraguayan authorities handed Moreno over to their Peruvian counterparts in the city of Luque, from where a Peruvian National Police aircraft took off in the morning. According to Julio Maldonado, head of Interpol in Paraguay, the process went “smoothly” from Moreno's transfer from the prison where he was being held in the town of Emboscada to his handover to a delegation of 23 Peruvian officials waiting for him at the air base. Paraguayan police arrested Moreno in late September in a joint operation between the two countries in the Paraguayan city of San Lorenzo, 16 kilometers south of Asunción. In Peru, he is accused of various crimes and, in 2023, he was sentenced in absentia by a court in Lima to 32 years in prison for kidnapping, murder, and contract killing. Peruvian authorities had offered more than $142,000 for Moreno's capture, who was also wanted and sought by other countries such as Brazil.
