Bill Lober - Enhancing Patient-Controlled Sharing of the FHIR IPS | DevDays 2024

Since 2021, ""WA Verify"", from the Washington State Department of Health, made it easy for people receiving COVID-19 vaccinations in Washington State to access and share their record using SMART Health Card QR codes. Individual generated over 2 million QRs. Now, using SMART Health Links, ""WA Verify+"" is exploring personally controlled sharing of health data by WA State residents to meet needs such as travel, emergency care, school enrollment, etc. WA Verify+ lets individuals directly access FHIR resources from US Core-compliant EHRs, a process mandated in the US by the 21st Century Cures Act (2020). Data are organized using the FHIR International Patient Summary IG, which implements the ISO patient summary standard. They can be curated and electively shared using URLs, optionally time-limited or passcode protected. We believe our project is unique across the US in exploring ways for state government to support the patient-centered management of health information.
