City of Portland will fine detention facilities, like ICE's, for 'nuisances'

The city of Portland says it can now enforce fines for nuisances at or near detention facilities. The mayor's office says this is in relation to protecting health and safety near the ICE facility in South Portland. Effective immediately, the city can fine the property owner of a detention facility $5,000 for every offense.
