Place them over medium heat and stir occasionally until it boils. Gradually add the semolina while stirring continuously in one direction until it thickens. Pour the mixture into a serving dish and let it cool completely at room temperature. Prepare the second layer by whipping the dessert cream until it doubles in size, then add the clotted cream. Spread the cream mixture over the first layer and garnish with Aleppo pistachios. Refrigerate for an hour. To prepare the syrup, in a saucepan, combine the water, sugar, and lemon juice, and let the mixture boil together for 5 minutes over low heat. Then, add the orange blossom water and remove from heat.
